CDBG Housing RFP
The City of Chattanooga’s Housing and Community Investment (HCI) is seeking non-profit partners to assist in increasing the supply of decent and affordable housing for City residents through production and preservation activities and access to homeownership through down payment assistance programs. HCI desires responses from partners that offer creative ways of improving the affordable housing stock in the City of Chattanooga and increasing access and homeownership opportunities for low- and moderate-income household.
Through this Request for Proposals (RFP), Community Development Block Grant (CDBG) funds are being made available to eligible entities to partner with the City in addressing priorities for affordable housing that include new construction or rehabilitation/reconstruction of existing single and multifamily rental and homeowner housing, and improved accesses to homeownership. Housing can be for the general low- and moderate-income population or special needs populations (homeless, seniors, formerly incarcerated individuals, veterans, disabled, etc.). Applications for funds should be limited only by imagination, project feasibility, and a demonstrated need for the proposed project in a given area.

Chattanooga Affordable Housing Fund (CAHF)
The Chattanooga Affordable Housing Fund leverages Federal, State, and private dollars for the preservation and production of affordable housing for target households earning up to 80% of area median income (AMI) for rental and 120% AMI for homeownership. The application process is ongoing, and projects are presented to the Health, Educational, and Housing Facilities Board (HEB) for consideration.

HOME Affordable Rental and Homeowner Housing
Through this program, the Housing and Community Investment Division seeks partners in the preservation and production of affordable rental and owner-occupied housing units in the city.
This program is designed for non-profit and for-profit developers who wish to create or preserve affordable housing. Maximum funding not to exceed $40,000 per unit.
The City accepts applications from qualified non-profit and for-profit developers to produce and/or preserve affordable housing using HOME funds.
Funding for a project can be 50% of project costs, up to a maximum of $40,000 per unit. Higher funding limits can be considered for entities using CHDO set-aside funds in a project. All assisted projects must serve households meeting income eligibility guidelines and be located within the city limits of Chattanooga.
Applications for funding will be accepted on a rolling basis, and funds are awarded on a first come first served basis until all grant funds are allocated.
Prior to completing a full application, to preliminarily determine whether a proposed project is eligible, interested applicants can start by completing and submitting an Intent to Apply.

Landlord Renovation Program - Vacant Units Only
This program is for landlords with vacant, substandard rental units they would like to renovate. Landlords can receive a grant to cover 50% of renovation costs, up to $25,000. Rapid Rental Repair Program - Vacant Units Only
The Housing and Community Investment Division has a new program called Rapid Rental Repair, which assists landlords with rental unit turnover repairs. The maximum grant amount is $4,900 per unit. There is a 5-unit maximum. Typical expenses eligible for reimbursement include the replacement of appliances such as stoves and refrigerators, patching of cracks and holes, repairing doors/windows, etc. Email a completed application with the required attachments to jhuffman@chattanooga.gov.
